SCRAPE OFF AS MUCH AS YOU CAN .
THEN TREAT WITH OIL OF EUCALYPTUS REMOVING THE TAR WITH A WHITE CLOTH.

My Mother used to rub small amount of butter on the tar, it released the enzymes in the tar, then wash as normal.

either gasoline or oil but make sure u wash it a bunch afterwards good luck!
