The environment must be hypotonic. The concentration of water is higher in the environment than inside the Paramecium. The concentration of solutes is higher inside the Paramecium than in the environment.

This situation makes more water diffuse into the cell than out of the cell, so the Paramecium must expel water to keep from bursting.
