The carrier proteins are constantly changing shape. They provide a passageway for molecules to go through the membrane when those molecules have the wrong solubility, size, or charge to slip between the phospholipids.

This is still passive transport since the cell does not expend energy to make it happen. The molecules still move from high to low concentration because they are more likely to bump into the protein on the high side where there are more of the molecules.
