Total population = 18,100
D= 18,100/10 = 1,810
Applewood = 8280/D = 4.574
boxweed = 4600/D= 2.541
central = 5220/D = 2.883
So initially the allocation is
applewood =4, boxweed = 2 and central =2
This adds up to just 8 seats so the additional seats are given to the districts having the greatest fractional parts.
So cental gets 1 and applewood gets 1 so final apportioning is
Applewood =5 , boxweed = 2, central = 3
