when you start to see that people have taken their christmas lights down, and they give you a wierd look when you tell them happy new year in the middle of april

It all depends on you. Technically speaking, the year is only new when it first arrives. But just think about it. If you get a new shirt, when do you stop thinking about it as "new?" For many, they stop calling it new after they get another shirt, but if you don't get shirts that often, maybe you stop considering it new after you've worn it. So really, you can say "Happy New Year" for as long as you like. However, unless you enjoy being given looks that suggest you're insane, I'd stop sometime around the tenth of January. otherwise you can appropriately say it everyday of the year
(those who are stuffy might look at you strangely, but that's their problem)
