The name stems from Richard Hamilton's "Just What Is It that Makes Today's Homes So Different" (note the use of the "pop" lollipop in the image linked below) so arguably he was the one who started it. The collage was made in 1956, so that would give you the starting date.

Interestingly, the collage has a comic book used as a piece of wall art and predicts/foreshadows Lichtenstein's work.

Incidentally, I'd argue that pop art was combined with some of the approaches that Jasper Johns and Robert Rauschenberg were exploring and ended up being transmografied into Post-Modernism.

Pop art was a visual artistic movement that emerged in the early 1950s in Britain and in parallel in the late 1950's in the United States. Pop art at times targeted a broad audience, and often claimed to do so. However, much of pop art is considered very academic, as the unconventional organizational practices used often make it difficult for some to comprehend. Pop art and Minimalism are considered to be the last Modern art movements and thus the precursors to Contemporary art or Postmodern art.

Famously, Lichtenstein in the 60's + 70's with comic illustration.
Also search Oldenburg and Rauschenburg.
It was revolutionary, with regards to museum pieces.
