"Laws of Physics" are basic mathematical principles used to describe the physical structure and function of the universe. They are theories, powerful and inclusive, that represent the some of the highest creative achievements of human minds. Of themselves, obviously, there is *no* a priori imperative on the behavior of the universe. They are, at root, descriptive.

You seem to be confusing "laws of physics" for the philosophical notion of a "prime mover" behind the working of the universe. This is a very separate question, more appropriate to a theology or philosophy forum.
