No.

A brain is a biological organ in higher complex eukaryotes. The universe is not a biological organism. Any attempt to ascribe animal anatomy to the cosmos is at best a weak metaphor better left to poets and theologians.

The only "brains" in the universe are those residing in the nervous systems of animals for which this organ is characteristic.

The universe does not need a brain as such.
It follows a set of principals that allows it to run it"s course.
We are the brains of the universe. Other intelligent aliens probably are also.
We are the product of a universe that has developed the capacity to become aware of itself!
