It sometimes can be. Look at the Roman a clef novels such as All the Kings Men and Primary Colors. They maybe fictionalized novels but they have a lot of truth in them. They are based on real people and real events and it can provide more background opinions and perspectives (because its considered fiction) This could potentially make those fiction novels better accounts of those times than many non fiction books about the same topics.

Then look at some of the non ifciton books, histories of the world biographies etc. How many innacuracies are in those? History afterall is written by the victors so how accurate can it be? They are often just a different style of fiction if you ask me.

Welcome to the post-modern world, where image is what matters instead of reality. Think of the political rhetoric espoused during the recent US elections - Cheney describing how people who vote for Democrats are supporters of terrorists, Bush implying that Democrats don't want to win the war on terror, and so on.

Of course, very few democrats actually support violent acts against any population, be it Americans or otherwise, but to many followers of contemporary conservative ideology, statements like these construct a reality liberals being 'soft on terror'. Also, look at Bush's rhetoric about the war in Iraq - as long as he continuously says we're winning, it's difficult for a lot of people to understand how we're actually losing badly. Bottom line, we live a world that is increasingly defined by the construction and promulgation of fictions to construct 'realities'.

All you would be doing is swapping the definitions of reality. In which case nothing would change. If you wanted to live in fantasy one this switch has been made, your fantasy personality would be staring at a computer screen reading this.
