Royals don't really have surnames because they don't really need them. They have House names, which could be used as surnames if necessary. The Queen has made it clear that the House name of the present royal family is Windsor, not Mountbatten. However, she also decreed that her and Prince Philip's male-line descendants who have no royal titles and styles should use the surname "Mountbatten-Windsor". In other words, she came up with Mountbatten-Windsor as a real surname, not a House name, for her non-royal male-line descendants. There is confusion, even among the royals, about who is supposed to use this name. Both Princess Anne and Prince Andrew have done it, even though they actually don't qualify. At the moment, there really isn't anyone who qualifies to use that name. The closest candidates would be the children of Prince Edward, who are not using royal titles. However, they are using "Windsor" as a surname, not Mountbatten-Windsor. Charles has royal titles and styles. If he needed a surname, it would be Windsor.
