Some cars have a radio antenna connected to the "silver black thing"; other cars have 12 Volts DC connected to usually 2 mini-connector contacts that provide power to the rear windshield defroster. There is no fan for the rear windshield, but a heated wire embedded in the glass to melt the snow, frost, and/or ice is found on most cars newer than 2000.

Depends on the car. Some cars, it's a navigation/gps antenna, others it's a sattelite radio antenna. Some luxury cars incorporate the actual radio antenna in the rear window glass with the defroster.
