Your wording is a little off, but I assume you want to make calls using your rgular phone over a slow internet connection.
I'm pretty sure internet calls aka VOIP need to be made over the computer which involves buying a microphone and speakers, after that you can go to www.skype.com to make calls for free.
Quality may be bad because of your slow speed, but then again DSL is only like 5 bucks more a month and you will be making free calls.
It's really hard to get something good for nothing.
There are other ways to do this,but this is the closest to free you will find.

I think you need high speed to do that and 56 k just isn't fast enough. You need DSL or some other broadband connection.
