I just bought my wife something like this:
http://www1.macys.com/catalog/product/index.ognc?ID=218443&CategoryID=20986

Except the collar and cuffs are black with white poka-dots. The main part of the top is all black. She says wearing that with black pants is too much black. Any ideas what would go well with it, pants-wise?

I'm with your wife, wearing that top with a black bottom (pants or a skirt) would be too much black.

She has unlimited options for what she can wear it with, black and white are neutrals. What should be the deciding factor is what colors she likes, and what colors look best on her. And also, where she will be going. You wouldn't wear the same thing for work that you would for a nice dinner out.
She could wear it with jeans for a sporty weekend look.
She could opt for another neutral, like tan or white, for a casual look, and add color with her accessories.
She could opt for a bold color, like red or turquoise, to add some interest to her look.
She could wear deep colors, like jewel tones (ruby, amethyst, etc...) for a more sophisticated look.
She could pair it with a metallic, like gold or silver, for an evening look.
She could pair it with pastels, like pink or powder blue, for a feminine look.

The only limits are what she is willing to wear.

Find some pants that have a little splash of color, and accent that color somehow with a necklace or purse or and accessory of a sort. If you can, a modest but colorful skirt might go well with the top.

black is in so black pants with a white top wouldn't be too bad, although i woudl wear that top with jeans and white shoes just as easily. so thats at least two ideas for you.
