Well you have green eyes which means you should be using soft neutrals on your eyes... browns... golds... etcetc.
But because of your hair color I imagine that you have fair skin which means using a lot of any kind of make up will look too bold... stick with basics.. brown mascara and a lightly tinted lip gloss.
stay basic. you have fair features... too much is not a good idea.
as for make up prices... just go to the drug store and look. There is plenty of really cheap make up there. Personally I suggest spending a little more and buying Avon or Mary Kay. The products are muchh better. But, buy what you can on your budget! :)

You want to go with brown and neutrals to compliment your bright red hair.
-Brown eyeliner is much softer and less harsh than the ever-popular black. It will also bring out the undertones of your eyes. Covergirl has excellent eyeliners. Their "Outlast Smoothwear All-Day Eyeliner" in smoke would probably be best. At Walgreen's it's about $4.75 for a supply that will last until the time limit to keep make-up-about every three months.
- Go with a thin coat of black mascara-Covergirl's "Marathon Waterproof" in black should be about right...Again, at Walgreen's, it's about $3.60 each.
-Brown and gold eyeshadows work best on green eyes, so I recommend Infinite Eyeshadow by L'Oreal in Earthscape. It's a little more expensive-about $7-but it looks amazing!
-If you get water-proof make-up, you'll need a make-up remover. Almay, makeup remover gel (blue tube) is your best bet. It's $5.29 at Walgreens and the tube will most likely last you four to five months..
Total= About $20 to look great!!
****Important**** Always replace your make-up if you get a cold, an eye infection, any allergic reactions, or if you get sick!! Those germs live in and feed off of old make-up!! Replace all make-up every three (no more than four) months!

If you are really pale, I would recommend you stick with pinks or light browns on the eyeshadow. That really brings out green eyes.
If your skin is fairly clear....don't clog it up with greasy foundation. Get a mineral powder foundation.
Some mascara and lipgloss and you'll look great!

Use a broncer instead of foundation and powder. Also, use brown eyeliner and mascara. If you like eyeshadows, stay with the beiges, golds and light greens. Apply a Lipgloss and you are ready to go!

I'm a redhead with dark brown eyes. I use a sand-colored eyeshadow for my whole upper eyelid, and then dark chestnut brown for the corner. Sometimes I wear dark brown eyeliner, but only a little under my eye and on top, in the corners. I wear black-brown mascara too. Don't wear black eyeliner or deep black mascara either, because it'll probably be too dark for you. Good luck!

Walgreens has really cheap make-up you just have to look for it. On the back of the eyeshadows it has what colors to use for your eyes. You should do like types of browns or reddish kinds. It dont matter do what you feel is right!

okay well you can start by wearing a light powder i would recommend true match by loreal its about $7 at drugstores. then i woulduse lash exact mascara by cover girl around $6 at drugstores. and i would use pretty bronze and brown tone eyeshadows. and you can find the color you like from any brand.. and some light pink or clear lip gloss its a soft look that will bring out your pretty features! good luck :)

you would look great with warm, neutral colors. I would suggest bronzy, burnished coppery-type colors for the eyes, and a warm pinksish brown on the lips. you can get inexpensive makeup at a local drugstore.
