It depends on its age, type of glue, etc. You can rent a wallpaper steamer, which has a broad surface that steams the wall. Then you scrape it off.
Or you can use a "scorer," a small tool that you scrape all over the wall to break up the paper. Then you scrape it off.
As you can see, a lot of scraping is involved. It's a hard job.

A lot of how you do it depends on the type of wall paper.
I have found buying a tool called a paper tiger helps a great deal. It is a round tool that has a rotating scoring tool under it. As you run it over the surface it makes small holes so that either moisture or steam can penetrate.
When using this tool do not press hard. It does the job without a lot of pressure. And you do not want to leave holes in your dry wall.
Next get warm water or a wall paper remover product and spray on to the wall paper and let it set for about 10-15 minutes. Spray again then take a scraper and try taking the paper off. Moisture between the paper and the adhesive is the real solution.
A steamer is good but it is hard to handle. For very difficult areas I have even put the wall paper remover on after scoring the paper then covering with clear plastic that I used for a floor cloth.
If you don't want to do this. Then mix water and joint compound to were it is a thin paste and put it on with a decorating brush so that it fans out. It will bubble but give it time to dry. When dry put a coat of Kiltz or some kind of sealant on the wall and when that is dry paint it with a acrylic base paint. It is better than fighting the wall paper. Just paint over it and you are half way to a new wall

2 tips:
first there's a product called DIF it is specially formulated to remove wallpaper, it helps to score the paper first.
second, you can remove several layers of wallpaper at once using drywall mud, or joint compound. Something in the mud disolves the glue on the paper, that's why drywall tape has no adhesive at all. It will be very messy, very tiresome, and when youre done you will never want to do that again, but it does work. REMEMBER YOU CAN NOT ALLOW THE MUD TO DRY!!!!

Paper wallpaper, soak the wallpaper with hot tap water and a spray bottle, wait, let it soak and do it again, eventually you will saturate the wallpaper with water and it will reactivate the glue. It will release easily after that. If you have access to a steamer you can speed your project along.
vinyl wallpaper, you will have to use a perforate and the same technique, preferably with a steamer. Good luck.

Rent or buy a wallpaper steamer. Use a scoring tool (Home Depot) and the steamer will make the job a lot easier.

Wet it down with a solution of vinegar and water 1/3 vinegar 2/3 hot water. Peel off what you can with your hands, use a quality scrapper to scrape off the rest. Wash the walls down before you prime the walls before painting to remove any excess glue!!! Take your time, don't get discouraged, it's one of those jobs that people think are impossible, Good Luck!!!

Room type
Mix vinegar with 50% water, soak a sheet with a spray bottle
Let it sit for about 10 min, Use a large (3") mud knife to scrap the loose stuff.
don't try more than about 3 sheets at a time, it will dry out before you get-r-dun

score the wallpaper and then just use warm water with dish washing liquid in a spray bottle.then just spray wait about five min. and then just scrap off easily.

Go to an empty space of your desktop, Right Click, select properties and it will open the Display Properties Window, then follow these steps.
Click the Desktop Tab, in the Background area go to the top of it and select none and click on the button.
