Would be nice if you could be more specific where you saw the term, related things, etc.
The most common use if for insurance rate tables and these normally have age down the side and value or coverage across the top. One goes across the line from age to the column with coverage to get the amount the person must pay per year or month.
A similar table might be used for weight against distance shipped.
