Both are instrumental in getting our troops killed, so how can you differentiate them?

There s no difference what so ever, but Americans have morals and they wouldn't put someone to death in the fashion Saddam was killed. I think there will be a penalty to GW, Cheney, and Rice for all the crimes that have been committed, maybe war criminals..

One committed actual war crimes resulting in the deaths of as many as a million civilians and was proven to be personally responsible for the actions that led to the deaths. That would be Saddam for those who haven't seen the news reports.
The other is a national leader during a time of war. As such, that leader is bound by the duties of that office (President) to make decisions that might result in deaths. As facts show, the civilian deaths are overwhelmingly the cause of other civilians and NOT the American military currently deployed in Iraq.
Apples and oranges. No relation can be rationally made to tie these two men together in the way I suspect you would like to. This question has been asked several hundred times in recent days and the answer is the same each time. Wishing won't make it so sir.

I'm angry too, but come now. That's a bit extreme. Besides, he's really not much more than a puppet who just so happens to be getting rich by his investments. We'll probably never know who really ought to be hung.

For Crimes Against Humanity, same as Saddam. Although I am a passionate liberal. I would settle for sparing him and just pushing him in the right direction for a change.
