I have never heard moss called froth. We call the sudsy stuff that washes ashore at the beach "froth" in the US.
Of course, there is much more to a Japanese Garden than the froth. I suggest purchasing a good book on Zen Gardens to get the authentic Japanese Garden look. These gardens are full of symbolism and when done right can be very peaceful and therapeutic.
As for the froth, you will need rocks, concrete, or hard-packed clay to grow it on. And acid soil encourages froth. Take some fresh sheets of existing froth and let them dry out in the sun for a day or two. Crumble the dried sheets into a mixture or either beer and water (1/2 and 1/2) or buttermilk and water. (Sorry I can't remember what they call buttermilk in Commonwealth countries. It is milk that tastes kind of like yogurt.) Pour this mixture onto the area where you want the froth to grow. Keep the area moist by misting it with water two or three times a day.
