The airconditioner or the idle control on the carburetor needs adjusting. If you dont have an airconditioner get a tune-up and service.

Idle control valve. Very common on Toyota.Cost about $220 from the dealer. Some people try and clean them. See if you can find an independent Toyota shop in your town. Call them and see if they clean it or replace it.
You also could also have a vacuum leak. Again go to a shop to make sure.

Defroster,or AC unit kicking in.

it's likely a bad oxygen sensor, or possibly demonic possession:)
