Like most of Mario's features, it's probably the result of style vs. graphical limitations in each respective game. That was the reason for his color scemes in the early 8-bit era. By the time Mario's popularity skyrocketed, his core design had stuck with small changes here and there based on necessity.

It all started with the original Donkey Kong game. Due to 8-bit graphics, they couldn't give him a proper mouth so they instead gave him a moustache to show his mouth and "smile". As time went on, the design stuck and it is his trademark. As Resident Evil has its zombies, Zelda has Link, Mortal Kombat has fatalities, Mario has his moustache. Every character/franchise needs to have his little trademark design.
