At her age, she must be at least 5'8 and have a waist no larger than 25 inches and hips no larger than 35 inches. Her dress size should be ideally an adult size 4. Weight does not matter as long as she has those measurements.
You cannot just email to make her a model. If you emailed a major agency her photos, they will just tell you to bring her in to an open call. You can check agency websites for open call times and directions. You must go in person for the open call. If you can't do that, then this is not a realistic dream.
Take plain snapshots to the open call. These are unposed, no jewelry, simple clothes (like a tank top and skirt) and with little to no makeup. Treat the open call like an interview and have your daughter dress similarly to the snapshots. Her personality is just as important as her look, so make sure she is outgoing and friendly. Expect to go to dozens of open calls before finding an agency. You may need to go to the same agency more than once before they decide to take her.
If she's signed, her agency will try to find her "go-sees". These are basically job interviews with potential clients. A model is constantly going on "go-sees" and only gets paid if one of the clients selects her to work.
What are the dangers of being a model? She will have ready access to alcohol and drugs. She will also face sexual harassment from many men in the fashion industry who will disregard her young age. Additionally, even if signed, she will be exposed to daily criticism about her weight and appearance that can eat away at the self esteem of even the most secure woman.
As for school, once she starts working the only real solution is a tutor. There is very little time for school since go-sees must be conducted during the 9-5 business day.

You disgust me. Your daughter should do what she wants to do. I hate rich, snobby people like you. Some people actually like "poor peoples clothes". And riding the bus isn't so bad. I think it's really mean how you call your daughter fat. Not all models are anorexic, you know. I think it's great that your daughter doesn't wear 10lbs of makeup. When it comes to makeup, less is more. And as for college? I can totally see why she doesn't want to be a model like you. I'm 13 and I spell better than you. Overall, your a crappy mom. I'm so glad that my mom isn't a total control freak like you.

Fashion models are 5'9" and up.
You don't email agencies, you get printed photos and mail them via real mail or attend open calls with them. The photos need to show her whole face (no makeup), her profile from each side and a full body shot.
The dangers are getting involved in drugs and alcohol, developing an eating disorder, etc.

BIG TIP!!! Do not go through Barbizon or any other modeling schools because I went to an audition for one and made it into the school but found out it costs thousands of dollars to go and they don't even guarantee you jobs they just teach you the things you "need to know" such as applying makeup, walking, etc.(stuff most females already know just because it's pretty much encoded in our DNA).
But I agree w/the person who said to go to open auditions and send in pictures. No makeup on the pictures! It's best if you do polaroids and regular camera pictures so then they can't say "oh you airbrushed this" or anything like that.
But my best advice would be that if your daughter wants to do it let her. but if she decides she doesn't like it anymore, let her out of it and let her make her choices. Don't be one of those parents pushing your child to do something she doesn't want to do.(I'm not saying you will but some parents do. Just be careful)

i think at any age, but she needs to be tall enough, and weight, isn't a problem, thay like naturaly thin, don't starve her, my friend is a model, elite, shes 5. 6'' and she is till short, she 20. it all dependsif she is what they are looking for, you can do a simple search online for model agencies, but keep in mind that most agencies are located in big cities, chicago, ny.
