A large part of our population growth comes from immigration (both legal and "undocumented"). Our birth rate is dropping.
Sneak a peek at what's going on in France and Italy. Russia's population is dropping because they have little immigration and are not replacing themselves via birth.

This is such a good question - and will no doubt generate strong opinions from both sides, and a good contingent of fence-sitters as well. In ANY country in this world, if common sense prevailed, there would be no reason to even consider this as an option.
If you cannot be sure of your capacity to support your offspring independently, don't procreate. Self-regulation. Simple. Except.... of course, it isn't that simple at all.
While I don't approve of governmental control as invasive as population restrictions, if we continue to behave like locusts, decimating all our resources, it will be a moot point anyway.

I would support the idea in principle because I think global population is a real concern for the planet. However, I can't think of any way I could support enforcing such a restriction except if people did it on a voluntary basis. (Yeah, like that's going to happen.)

Restrictions should go only to ignorant people. Only the smart ones who have actually finished high school, maintained employment, no felony convictions, etc. should be able to reproduce. I know the hippie tree hugging liberals will never buy into it though.
