A President can take the Oath of Office when that Oath is needed to be given to who is to take the Job! There is not a reason why it cannot be given as long as it does follow the rules! War, no War. A man must give up his job when the time he was elected to is over! If a President dies while a War is on, The Vice President does take the Oath and take the Job!! It is all written out and it must be followed. No matter what is going on at the time something happens that does affect the Presidential Office!!

You've asked two different questions.
Yes, a new president can take office during wartime - it happened during WWII, it happened 3 times during Vietnam, so yes - it can and has happened.
Second question, yes a president COULD refuse to step down and cite "wartime" as an excuse - but constitutionally he could not remain in office so the Congress or the Supreme Court would oust him if his term was over and he refused to leave.

Yes, in World War II, Roosevelt died and Truman took over. Now if need be, no matter whether we're in a war or not....if a president is impeached by the legislature, then he'll have no choice but to step down.

And no, they cannot. The only scenario that would change this would be a massive attack that crippled the government and communications. Even then, it would only be temporary until order was restored.
And if anybody thinks Bush will stay in office by declaring martial law, they're completely looney.
