Generally education is a matter left to the various states, but the Federal Government can set certain minimum guidelines.

True and False.
If the federal government puts down guidelines then those guidelines need to be followed. However if there are no guideline then it's up to the individual state or city depending on how the individual laws are run in the state.
For example the Federal Government states that in sex education abstinence must be what is taught. Therefore that's what every sex education class must teach (public). They also set up standards which need to be met. The individual states, cities can not fall below this standards however the can exceed them.

People rant about separation of church and state, and it is minor compared to education and state.

if the federal government would give us a tax cut in exchange for funding our own schools, we'd pay less and have better schools.

And don't forget the role of the National Education Association (teacher's union) that ties it all up into a homogeneous bundle through lobby efforts.
