Well, if you have a highly marketable non-fiction book, you only have to have the idea and an outline for the book. You don't have to actually write the book before getting a deal to publish it. You may have to write two or three sample chapters, but definitely not the whole book.
Then you have to find an agent that will look at your work and decide if they will rep you. If so, they will send out your outline/proposal to publishing companies to see if anyone is interested.
If you can't get an agent, it's a lot harder, but you can submit your work directly to publishing houses.
There are tons of books on the market to tell you how to do this. It's much too detailed to do on a message board. Buy the following books:
How to Write a Book Proposal by Michael Larson
The Writer's Market 2007
Give 'Em What They Want (this is for novel writers) by Blythe Camenson & Marshall J. Cook

Go to the publish america website they publish almost anything and they don't charge you a penny.
It is a print on demand publishers but they do advertise all of their books on amazon and if its any good it will be noticed.
A lot of people don't like POD pblishers but at the end of the day Published is Published
They do publish english books but you have to get them copy righted in the U.S

1. Apply to publishers.
2. Pay for it to be published yourself, and hope a publisher will pick it up.
3. Publish parts on the net and hope world of mouth will help get it published.

The traditional way is to send a synopsis and a couple of chapters to a publishing house and wait.
You could try and get an agent to act on your behalf, only they will send it in, similar to the way I have described above and will charge you.

first you write something. Then you send it to an agent and if they like it they will represent you and if they don't you keep looking once you have an agent they help you find a publishing company who will work with you and then you work out all of the details with them.
