I have done this two ways, First definitely unplug the light...
the first is a potatoe, they say you push it on the top and slowly unscrew the rest of the bulb, I tried this but it didnt work that well, so i hgrabbed two needlenose pliers pinch the aluminum part (one on each side of the circle) that used to hold the bulb... you should be able to slowly turn the remainder of the bulb out from the lamp then, good luck...

I heard of using a half of a raw potato - a bit messy perhaps, but better than cutting your fingers (I would also wear rubber gloves when doing this). So you cut a potato in half (a large potato) and hold it up to where the broken off light bulb is - squish it onto the broken light bulb, twist it, and it should come off into the potato, instead of worrying about cutting your fingers and hands up.
NOTE: Please also remember to protect your eyes when you are doing this. Wear glasses - or some sort of plastic safety glasses. You do not want shards of broken glass raining down into your eyes as you are doing this. Good luck.

Take a potato and stick it in the socket, the broken glass well get lodged into the potato allowing you to twist and remove the broken light.

if you can unplug it you can use needle nose pliers to get it out be carefully not to damage the lamp. or try a halved potato and jam it in the socket and spine. be careful.

I've been successful shoving the rounded end of a broom stick into the socket and twisting.
