The Every Child Matters paper came about after the investigation into Victoria Climbies death. The findings of the investigation showed that there was a breakdown in communication between services (among other things). The paper is supposed to be a step towards services taking responsibilities and bridging gaps. This is the short version for more info google "every child matters" and read the info.
