Yes it is. I would speak to the office manager first and let him/her know that you didn't appreciate your personal affairs being discussed so openly. They will likely apologize to you right away and make certain it doesn't happen again by re-inforcing the policy with their staff.

If that doesn't have the desired effect, you could speak to an attorney about the conduct, but the attorney would want you to prove you were injured in some way, like a week later you heard this information repeated by one of your friends, co-workers, etc....who heard it from the doctor's office.

If you're talking about a situation in which a conversation was held with you regarding finances and other patients were close enough to overhear all or part of what was being said, then no - I don't think it's a true HIPPA violation.

But -- it still was an extremely tacky thing to do and I think you should definitely let both the office manager as well as your doctor know how you feel.
