I had flat out no one when I went to college. I went 1,000 miles from home, living with a person I didn't know, with absolutely no transportation. It was a shock. I think the best thing to do is not let yourself be alone. Even if you don't feel like going out, even if you're depressed, force yourself for at least a month to go out and do things. Join clubs, attend meetings, just get out of your dorm. Also, don't be afraid of striking up conversations with people. Make plans to hang out with people even if you just met them, most people are just as anxious to make friends as you.
On the note of clubs, colleges have TONS of them. All sorts of things you've probably never even thought about trying or never even knew about. Sports in particular are an amazing way to make new friends. I joined a rugby team (I played golf in high school and didn't even know what rugby was when I got out there) and ended up making the best friends I could ever hope to meet.
Just open yourself up to people. Yes, it's scary, but before you know it you'll have met tons of people and feel a lot more self confident in your ability to go out alone.

You can join a fraternity or a sorority, it can help build relationships, networking and leadership skills for after college. They also do a lot of social mixers and charity work.
If you think that a traditional fraternity or sorority is not your thing there are academic fraternityies that specialize in certain majors, that way you can meet people you are likely to have classes with and it will look impressive on a resume in the future.
Loval hangouts are also good, be it resturants bars or coffee shops. you would be surprised how many people you can meet just sitting at a bar reading a book!
Good luck being a commuter can make for a diffcult college experience.

It differs from college to college. The college I attend has a Commuters Association. Maybe you can get a group of commuters together and start one at your school!

And I stay on the campus. Perhaps that's why.
