Sometimes while I dream I have the lucidity to want to make decisions -- fly, for example. Except that when I try to fly or do something else I can't -- I am completely unable to control what's happening. Why?

Simply put, your conscious and unconscious minds are two distinct areas of your reasoning mind.
During waking hours, your conscious mind is typically controlling your mood, behavior, and responses to stimulus around you.
When you are in rem sleep, your subconscious mind is typically controlling and will act out a variety of issues that your conscious mind may not be fully connected to during the day.
It's perfectly normal to have different dream states and different dreams. It's also perfectly normal for them to be random at times. Typically quick reflection on waking can connect you to what you were actually thinking or caused you to dream the way you did.

You most be aware that you are dreaming and concentrate harder, it's hard at first but you'll get the hang of it. Example, a while ago I constantly for 3 days had dreams of falling off cliffs and I tried to control the dream but I couldn't, then the last day, I concentrated hard enough and I flew, and landed softly on the green grass.
The theory says, that if you are aware and sure that you are dreaming, you can control your dreams.

Many reasons, but usually dreams represent your subconscious mind grappling with the events of the day or trying to solve problems for you. The lack of control stuff is very common. You feel something in your life - finances? love life? your feelings? your job? - is out of your control and it frightens you. We all feel that way at times. Lighten up and don't be such a "control freak". As a minister, I always say, let go and let God - or let His plans take over. If your not "religious" then let "fate" take its course - it will anyway, and face it, there are many things you have no control over in life. Learn the Serenity Prayer used in AA - and change the things you can change and have the wisdom to know the difference.

A dream is all of that days events and your thoughts being piled in to one thing.

Like if someone went to a concert with a friend and on an escalator then they trip over a rock or something, they might have a dream that their friend pushed them down an escalator, or their friend saved them from falling

before going to bed try saying that I control every part of my dream I can do everything something is holding you back that's all good luck steffy

When you are asleep you can't do much. Your subconscious is free to roam along with your short-term memory that throws in stuff you heard or saw recently. Your body has to get the rest.
