i am looking into being a seller on ebay and i just dont know where the picture manager is to sign up and buy to be able to post pictures from my scanner? (i think it's $20 one time fee and then $4.20 every month) is that part right?
and also when i check this box at the time of login "Keep me signed in on this computer for one day, unless I sign out." will i then be opted to sign out?

I would recommend simply using a free online image host, such as imageshack.us to host your pictures, instead of paying eBay for what others provide for free.
As for your second question, checking that box simply places a cookie (nothing malicious) on your computer which keeps you logged in for 24 hours. After 24 hours, you will simply need to login again, or if you try to buy or selling something, I think you have to confirm your password as well.
