Sure. Hire a lawyer. If you have the cash, someone will take your money.

You can file the paperwork. I suppose you could call it descrimination against New Englanders. Let's say you claim Denver's buildings were constructed maliciously in such a fashion as to compress the atmosphere to the point of saturation of water which resulted in condensation over Denver for the sole purpose of denying precipation to the New England states resulting in monetary losses for the entire North East coast. I suppose you could go on to claim actual damages in that you had to spend extra money flying to Denver to ski instead of skiing in upstate New York. Make sure you keep your receipts.

Of course, you won't win. And in fact you should expect to be found guilty of filing a frivolous lawsuit. And subject to fines, sanctions, and orders to pay legal fees and court costs. Perhaps even contempt of court and jail. And you should expect a severe reprimand from the judge about wasting court time on such obvious frivolous matters.

And of course, your lawyer will only do this for a huge amount of cash since he will probably be disbarred after filing this case on your behalf. Probably want 50 years of salary at say $500,000 per year or $25 million.

It would be a lot cheaper for you to just hire a fleet to go and get the snow for you. In fact, maybe people in Denver will bring it to you if you asked nicely enough.

Anyone with a bit of spare change may sue anyone or any organization for anything.
Winning a law suit is a different matter.

I do not give legal advice, but if I did, I would advise against this one.
