maybe thats how EVERYONE should vote instead of voting for the team.

I don't know that anyone has ever gone from mayor to president without holding some office in between.
Rudy Guiliani comes to mind. He governed a big city effectively - the difference in eight years was remarkable.
I personally think he should have run for either Governor or Senator in NY in 2006. He would have had a real chance.
I do not think he has a very high likelyhood of being nominated for president.

Definitely. It's a really complicated job, and it's all in the Mayor's hands. Probably, few mayors are chosen because those who control the nomination don't want anyone with such proven and independent strength and ability.
