Garter snakes are not venomous. However, they don't make great pets. They musk when they are stressed and it really does stink terribly. They can also be finicky eaters, needing a varied diet of fish, frogs, small lizards - and they may refuse the usual mice or rats. Few people keep them as pets, because of these reasons.
They are not particular friendly, no. Instead of biting, they musk and try to get away. Also, wild snakes have internal and external parasites that you probably don't want in your house. Let him go :) If you want a pet snake, get a corn snake. They are tamer, easier to feed, more colorful, very inexpensive, and are overall better, easier, more agreeable pets.

I have 2 garter snakes and they are great. Stink? None and they love to be handled and often jusy sit on my bed. They aren't expensive and don't need anything special and can be really fun.
