It depends on the purpose for the birth certificate.
If he is needing to obtain a US Passport, then he can contact the Department of State and they can provide him with other means of establishing that he is a US Citizen. This generally involves the sworn affidavits of a number of people who have known him for years and who can then say that he is a US Citizen, etc.
Was he adopted in the US, or was he naturalized?
If he was adopted, then finding evidence of the adoption will help, and depending on the state, may also provide a way to have that state issue a birth certificate. If he was naturlized as a US Citizen, then there should be a record of the naturalization. The INS should be able to search its records for record of the naturalization. If he wasn't specifically naturalized, but his parents were, then there should be naturlization papers for his family, which may list him and his date of birth as well.
You may need to retain counsel for this. A general practice attorney can assist you in obtaining a birth certificate if its a case of adoption. If its a case of naturalization, then you might want to consult with an immigration attorney who will be more familiar with the INS and the procedures.

Well, since he is from Vietnam I'm not sure if this will work but you said they don't have a copy at all I'm going to just recommend this. I'm from America but I do hope it'll be the same since you said he was a US citizen and had everything! I lost mine not too long ago and I went to the local courthouse and I was able to get another one. It isn't a copy, it's offical but just looks different. I don't know if it'll work for you but you should see about it.
