You might want to look at small private universities. These schools are always great to International students. Not all are expensive.
You can review the list on the U.S. News and World Report's top 500 best college bargains.
Look at Division III schools or NAIA. NAIA is usualy more serious about their role as a religious school Do you play a sport? This will help you get in.

There is a sizeable international student population here at Indiana University of Pennsylvania, about 50 miles northeast of Pittsburgh, in Indiana, PA.
The majority of the students are either in Business programs or TESOL (at least the ones with whom I am familiar).
IUP has been actively recruiting students, especially from east and south Asia. There are also quite a few Middle Eastern students.

Washington College is recruiting international students very heavily right now. And those scores look typical for Washington. It's a very old, small, liberal arts college between Washington, DC and Philadelphia.

Louisiana State University for sure you'll get it. Good scores, the university has over 1,800 international student from asia, latin america, europe, africa, australia - everywhere... louisiana is looking to attract anyone especially after katrina. :) it's a good university, too - nice weather, nice people, fun fun!! i graduated from there, and i used to work at the international services office. also, it's one of the least expensive for international students comapred to other united states universities.
