No, a visa for Romania can be used only for visiting Romania. The Romanians need visa for many countries, even they are now in U.E.

I live in Greece and I can tell what happens here.Romanians and Bulgarians now can enter European Union with their identity cards.They cannot work legally yet,but they can enter I think you have not a Romanian passport but a Romanian visa.That means you need a visa to enter Shengen countries.
