If you know little about them and want to spend the least money, get a Dell. The company is designed for people like you. Just don't let the salesperson talk you into things you don't need.
If you want something special, like a state of the art gaming machine, or an especially quiet pc for media use, try to find a local computer shop that will work with you personally. Obviously that costs money.
Retailers like Best Buy or Circuit City don't have the expertise the above people have. But if you want a relatively inexpensive PC that you've operated yourself before buying, that's your alternative.
My own personal choice is to build my own. It's not that hard, and there are tons of guides on the Internet. Google build your own pc. One advantage is that you now know enough to upgrade something like a video card yourself.Another is personal pride in doing it. But, you can't do it as cheaply as Dell, especially when you count the software Dell includes.

If you are in the US then I suggest going to Best Buy. You can look at what they have online and compare prices and features at www.bestbuy.com. The best type depends on what you want to do with it. If you have the money, I suggest either a Pentium VII dual core or AMD dual core processor with at least 2 Gigabytes of RAM memory. You can add on the bells and whistles from there.

Good prices, good product, pretty decent service.
If you aren't comfortable specifying your own configuration I guess I'd go to a store.
