I don't think North Korea is "chaotic". Even though they are producing nuclear weapons and allowing their citizens to live in extremely deplorable conditions, the citizens are quite quiet (for obvious reasons), so there is no chaos.
I think the most chaotic are Nepal and Burma/Myanmar.
Burma is currently governed by a military junta, despite Suu Kyi's election victory, and people are always trying to oppose the government, and then they end up killed or imprisoned.
Nepal recently signed a treaty to end their civil war, however, this treaty is being violated, so people who disagree with the government are still being kidnapped and there is still not really any peace.

Philippines....cause the kidnappings and murders by the communists and the Islamic extremists. Indonesia would be second worst.

Korea, Because they are threatening the USA with Bombs- and starving their own people.
