Why would you draw attention to the fact that they rejected you? The only reason I can think of is if there was some clear reason why they rejected you, and you've now corrected that problem. Still, it should be obvious to the admissions people that you've fixed that problem unless you want to explain about the process of fixing the problem.

Sure, why not. If you don't get accepted, be thankful. Lawyers have bad reputations anyhow.
