70s kids cartoon with perverted feature?

As a kid in the late 70s a friend told me about a cartoon that would show one of the characters balls hanging from between his legs. I think I saw it once. Did this really exist? If yes what was it?

I was born in the 70s and I've seen 1 cartoon with such a nature but I can't remember the name off hand.

I don't know which one you are talking of but i do know Captain Pugwash characters where given names with "other" meanings.
