I have heard mixed opinions and believe it is not due to it being public record. But, in California, is it illegal for someone to pull a driving record via the phone?

Sorry... I'm in insurance agent and we have fellow competitors that pull client's driving records over the phone and was looking to see if that is legal.

Invasion of privacy.

Driving records are protected by privacy laws due to the information that is contained/can be gotten. So the only people that can get a driving record are the driver themself or the police. Just doing it over the phone, anyone could get the information.

Anything that makes sense in Cali is illegal.
