Ah the vicious cycle strikes again!! It is very hard starting out. You can call the college you graduated from or get in touch with your student adviser and they can recommend jobs. You can also list your years in college as "experience". Just when it says for who write your schools name... I'm sure you did some electrical related things while in school... I would hope so =). You just can't give up... Once you get one, keep it awhile, then you'll be in a better position to get what you really want .

The college did not help with recruiting? You should still be able to get help from them. Did you join the union? That may help, I know a lot of the jobs in that field are union jobs.
Some college graduates make a mistake when they start out. They assume that they can start right in at the top, when that is not the case. Apply for jobs in your field that may not require the degree, gain some on the job training and then go for the upper jobs.

try going to a recruiting firm... they might have temp/contract projects for you to work on to gain experience.
Also, add any internships/volunteer jobs you had while in college whether they were paid or not.
If you dont have any of those, you can try thinking about the projects you did for classes. Put those under experience, describe your role if it was a group project.
i.e - (an example to show you what I mean)
PROJECT 1: Designed a Robot
Electrical Engineer
-developed an efficient robot design to accomplish A, B, C goals
-responsible for circuitry
-soldered wiring to circuitboard
-tested robotic actions
If still no luck, take any good job like me... once you get into the company you want to work for, it could be easier to get recommendations and move around in departments. So if all else fails, focus more on getting your foot in the door, and worry later about getting that perfect role.

Hotjobs, Craigslist, Monster and upload your resume. You may have to start out as an apprentice/intern for someone. I think you can reference your years in college as "experience", but some employers may not accept it.
You should definitely see your counselors at school and see what they can do to help.

Find a company you want towork and start at the bottom and when they see you are an interesting and a mensa mind they will reward you to a title and a position

Not that many in college since most students need financial aid to go in the first place and you must prove citizenship to get the financial aid in the first place. I would think they would go to their house and give mom & dad an earful for putting them int hat position in the first place.
