How do they make the sci-fi and fantasy voices?

How do they make the sci-fi and fantasy voices, like ghostly voices and StarCraft Infested Kerrigan voices, Protoss voices etc.?
What software or whatever do they use? <> What effects do they use?

Some of them are just made by the person but I would think that most are made by computer. I have a couple of cheap programs that can manipulate sounds .. GoldWave and Sound Forge.

I think for the most part they just run that through a computer in certain ways. If you want some software for doing this yourself, you can try looking places like here:
