This is like, the "Charles Bronson" scenario where you are setting yourself up as the law in a tough neighbourhood. The only problem is, that this is not hollywood and it could all backfire on you.
If these oafs know that their behaviour has annoyed you, you might just find yourself the target of a hate campaign and it will get VERY boring for you. Your mental and physical health could be affected.
You say "recently" so hopefully - as these people tend not to be very intelligent- they will soon tire of this behaviour and start doing something else. The other thing you can do is speak to all your neighbours and see if they are concerned, too. Then contact the police. I'd be surprised if the police got off their fat a rses to do much about it, though.
On the other hand, If the fire is always in exactly the same place, why not just bury a cylinder of calor gas there?

Happens in the US as well. In some areas the paramedics have to be issued bullet proof vests. But we are only talking about the worst of the worst places. So people are there to help people in your neighborhood be it a fire or a medical emergency and you attack them? What is the flippin point? It could have just as easily been your grandmother or own family in need. If you read about it and watch things on TV even the hardened older criminals and rabble rousers always say "what has the world come to"? Sure we messed up but what is the payoff from attacking people helping others? Again..... it could have been my Mum. That is why in all parts of the US and even in the calm areas where nothing would happen in a million years...... if the firefighters are called the police show up as well. And each and every police officer is armed so the yobs know to stay away.

It's criminal damage, but unfortunately if you call the police it is unlikely they will do anything. I've been in a similar situation were local kids stole a car and smashed it up and set it on fire every Saturday at 11pm - you could set your clock by it. Fire Brigade came to put it out but the police never came out the police weren't interested and never attended. They even accused people who asked them to come out of being racist as the kids were Asian.
Unfortunatley I think you may well find they are not interested in your case too, even though a crime is being committed. And don't kick their heads in as they will be interested in that and you will be banged to rights for it, unfair as this may be.

Sadly if you were to give them the kicking they deserve you would be arrested. This is Blair's Britain and it stinks. Phone the council and the police. It is important you make the 'grown ups' aware of the problem before it escalates. Good luck.
