How to promote forum?

Hello.I created vbulletin forum http://mypocketpc.org
but the main problem is how to get users
I created contests(i will give every month programs full),i bought adwords...
Is there any other thing to do?!

Promote it in other forums related to your theme :)

webring will provide promotions for free if you place a webring icon on your website. I use it on mine and I'm #1 on the search list.
