I have these cute leopard-print flats from American Eagle...but I'm not sure what outfit I should wear with them. For example, a red shirt and navy blue skinny jeans...etc....help!

yeah some skinny jeans and a t-shirt or even black trousers and a shirt will look cool.
you can really mix any kind of style now as there are so many style icons out there.
but jeans would definately look good

It definitely depends on the occasion, however, flats look really great paired with a nice pair of black trousers as long as the leg is not too wide that it completely hides the shoe. Leopard goes very nicely with red, so perhaps a red tank with black jacket, red or black jewelry and perhaps a leopard print headband. Or, for a more casual look, you could pair the flats with skinny jeans, a brown baby doll top and some sort of head scarf.

HERE ARE SOME FABULOUS CHOICES:
My first advice is not to pair leopard flats (or any other leopard piece for that matter) with another leopard piece. It'll be too "Me tarzan, you Jane." And, it will look like you're trying to hard.
Try pairing the flats with a pair of dark denim jeans--for the current trentds, I would reccommend a skinny or straight fit.
When deciding which top, I would go with something solid, as your flats are really all the "jazz" you need.
Try these colors, they go great with leopard print:
Eggplant/Deep purple
Red
Black
Cream/Ivory
Camel
These color choices will give you a classic look with your flats.
Also, you may choose to accessorize with a large, solid colored black belt, big sunglasses and an oversized puse. I'm sure you'll look so chic. Below are some of my suggestions:

I saw a girl in Target wearing those shoes and skinny jeans with a reddish/pink shirt and a leopard scarf. She looked really hot.

it really depends on a occasion, but if it is casual, i would go for a black skinny jeans, long black t-shirt with puffed sleeves, a wide belt over the t-shirt and a hair band.
black dress if its formal occasion.
