I assume you mean software!

For a personal computer - I would say that the user wants to install Linux or some other operating system other than Windows and does not want to pay for a Windows license.

If a business- same as above with either the Linux or Unix operating system. In addition it could be that the business has a volume software license agreement with Microsoft. If this is the case they often want a blank hard drive and will put on a image of the Microsoft operating system custom configured for them and all the software the company wants the employee to have. This way all computers in the company are configured the same. This saves the IT department time in troubleshooting computer problems.
