I would figure the police department of the town where the camera is located would be your best bet, since they are there for traffirc, crime etc. If you explain your situation, they might be willing to do it for a fee, but that would be where you would want to go to ask.

Depends on what State it happened in. In California, you would contact the California Highway Patrol, or possibly Cal-Trans.

usually no. That is a video to controll traffic and uses software to tell when to turn the light. I don't think that stuff is even recorded.
