All Fuchsias are perennials. Most of them just stand very light frost.
Fuchsia magellanica and its cultivars is a hardy perennial in most of the states; while its top is killed the crown remains alive (if planted deep enough) and will sprout in spring.
If you have a tender Fuchsia just keep it in a windowsill (inside) till March

Hmmm, seems to me fuschias are annuals. If this is true, then you can't carry the plant over, but you could take tip cuttings and continue the plant that way.
Fuschias will grow for quite some time in semi tropical climates where frost is rare or very, very brief. Also you can prolong the flowering by removing spent blossoms quickly and not letting seed develoop.

If you want to keep it alive year long, bring it inside during the winter, unless you live in a very mild zone and can leave it outside.
